US Considers Ban on Chinese Testing Labs: A Clash Between Security and Trade
The Federal Communications Commission (FCC) has stirred global trade tensions by announcing plans to revoke recognition of seven Chinese-linked testing laboratories. These labs certify devices such as mobile phones, cameras, and computers destined for the US market. The official reason? National security concerns.
National Security vs. Business FCC Chairman Brendan Carr emphasized that “foreign adversary governments should not own and control labs that test equipment for the American market.” According to the FCC, many of these labs maintain close ties to the Chinese state, the Communist Party of China, or even the Chinese military. Every product entering the US must undergo FCC certification. Currently, up to 75% of these devices are tested in Chinese laboratories — a stark reminder of how dependent the US has become on their services.
End of Exemptions and New Restrictions In May, the FCC adopted new rules barring certain Chinese labs from certifying devices. Additionally, four more labs have already lost recognition, with renewal requests denied. Those affected include CQC Internet of Vehicles, CVC Testing, TUV Rheinland-CCIC Ningbo Co., and the China Academy of Information and Communications Technology. The FCC also recalled that in 2022 it halted the approval of new devices from firms like Huawei and ZTE, later extending the ban to surveillance technology makers Hikvision and Dahua Technology. Earlier this year, the FCC launched probes into nine Chinese companies, including China Mobile and China Telecom, to assess whether they were attempting to bypass US restrictions.
Beijing: The US Is Politicizing Trade The Chinese embassy in Washington quickly fired back, accusing the US of “stretching the concept of national security too far” and weaponizing trade and technology issues. According to Beijing, the moves are nothing more than protectionist measures aimed at suppressing Chinese firms.
Escalating Tensions The FCC’s move comes at a time when US-China tensions in technology and semiconductors are intensifying. Since 2022, Washington has steadily imposed strict export controls on chips and related technologies in an effort to limit China’s advances in artificial intelligence and cutting-edge semiconductors. If the FCC follows through with revoking recognition of the seven Chinese labs, it will mark yet another step in the ongoing trade and technology confrontation, with consequences reaching far beyond the borders of the US and China.
