香港首批穩定幣發行人牌照最快下周揭曉，傳滙豐、渣打與 OSL 領跑，中資缺席，監管傾向銀行主導。
綜合媒體報導，香港首批「穩定幣發行人牌照」名單最快將於本週公佈。首波 36 家申請者激烈角逐後，如今市場盛傳主要有 3 家公司將獲頒牌照，分別是滙豐銀行（HSBC）、渣打銀行（Standard Chartered），以及香港首家持牌虛擬資產平台 OSL 。
《彭博社》引述知情人士說法稱，這次穩定幣發牌可能更傾向「以銀行為主」，原因是發鈔行受到嚴格監管、資本實力雄厚，在推動市場廣泛採用的同時，亦能提供更高的安全保障。
至於榜單中的 OSL，來頭同樣不容小覷。作為香港首家取得合法牌照的虛擬資產交易平台，OSL 不僅早已具備純熟的代幣化實戰經驗，更擁有與基金等傳統機構處理鉅額交易的能力。
針對市場傳聞，滙豐並未及時回應媒體置評請求；渣打則拒絕發表評論。香港金管局發言人表示「對市場傳聞不予置評」。
雖然目前市場盛傳主要有 3 家公司將獲得牌照，但業內人士透露，最初有 5 家機構在候選名單上，考量到發牌過程需要經過嚴格篩選，所以具體名單仍會有變動。
這次傳出的名單當中，只有渣打銀行是穩定幣發行人「沙盒」參與者，而其他 2 家沙盒參與者：「京東幣鏈科技（香港）」、香港金管局前總裁陳德霖創辦的「圓幣科技（RD Technologies）」，則無緣搭上首發列車。
此外，名單也完全不見「中資機構」身影。事實上，《金融時報》去年就曾披露，包含阿里巴巴旗下螞蟻集團、京東等中國科技巨擘，皆已暫停在港發行離岸人民幣穩定幣的計畫。主因是中國人民銀行（央行）擔憂民間發行穩定幣，恐將對北京當局正全力推廣的「數位人民幣（e-CNY）」帶來挑戰。
