1️⃣ Law enforcement confiscations (main sources of BTC in the US, China, and the UK)

2️⃣ Active purchases and strategic reserves (for example, El Salvador actively bought BTC from 2021 onwards, now holding over 6,000 coins)

3️⃣ Mining by themselves, such as Bhutan's state-owned investment company Druk Holding & Investments using hydropower to mine BTC

The most interesting case is Ukraine, where the main source is cryptocurrency donations after the outbreak of the Russia-Ukraine war.
