What exactly are the participation qualifications?

Recently, a question during the project's AMA session sparked a discussion—what are the actual participation criteria? Is it requiring 100 Yaps, or is just subscribing enough?

The project team responded: 100 Yaps doesn't exist at all; just subscribing to a single token is sufficient.

But there's a problem. A few days ago, the project team clearly stated that they would adopt a first-come, first-served system. Now they suddenly change their stance, saying only subscribing is needed. This inconsistency has left the community a bit confused. Which one is the real participation condition? The project team needs to provide a clear, unchanging standard to maintain community trust.
