In order to better convey grassroots voices and reflect public expectations, Xue Jiping, a National People’s Congress representative and chairman of Zhongtian Technology Group, has extensively solicited opinions from all sides over the past year. In an interview with Securities Times, Xue Jiping stated that this year, after careful consideration, he has prepared one proposal and four suggestions. These recommendations focus on national and people’s livelihood issues as well as industry hotspots, covering areas such as accelerating the high-quality development of the health and wellness industry, transforming the “Wind, Light, Storage, and Hydrogen” project in Rudong, Nantong, Jiangsu into a hydrogen energy base in the Yangtze River Delta, standardizing online live-streaming sales to ensure product quality, and strengthening the construction of mental health services for youth.

Regarding the suggestion to develop the “Wind, Light, Storage, and Hydrogen” project in Rudong into a hydrogen energy base in the Yangtze River Delta, Xue Jiping said that Rudong County, located on the northern wing of the Yangtze River Delta and bordering the Yellow Sea, has unique advantages for developing the hydrogen energy industry. He introduced that the area has already built Asia’s largest offshore wind farm cluster, a large-scale photovoltaic base with concentrated layouts, with an average daily power output of 38 million kWh. Key projects such as the Guohua Investment Rudong “Integrated Light-Hydrogen Storage” project are steadily advancing, gradually building a diversified “Wind, Light, Storage, and Hydrogen” energy system, laying a solid foundation for creating a core hydrogen hub in the Yangtze River Delta.

To promote the high-quality development of Rudong’s hydrogen energy industry, Xue Jiping proposed suggestions in five areas. First, integrating into top-level planning: he recommends that the National Development and Reform Commission, the National Energy Administration, and other ministries incorporate the integrated development of “Wind, Light, Storage, and Hydrogen” in Rudong into the national hydrogen industry development plan, clarifying its role as a Yangtze River Delta hydrogen base, and promoting complementary advantages with other hydrogen clusters in the region to build a core hub in the northern wing.

In terms of policy support, Xue Jiping suggests that the government introduce special policies to provide tax reductions and fiscal subsidies for key aspects such as green hydrogen production and hydrogen storage and transportation; support key projects like Guohua’s hydrogen production to accelerate the deployment of “green electricity producing green alcohol, green ammonia, and SAF (Sustainable Aviation Fuel),” extending the industrial chain. Additionally, referencing Jiangsu Province’s hydrogen industry action plan, support Rudong in pioneering integrated applications of wind, solar, hydrogen, and storage, improve industry standards and approval mechanisms, and strengthen supervision of subsidy funds.

Regarding technological bottlenecks, he proposed establishing a dedicated fund for hydrogen technology R&D, focusing on key technologies such as efficient green hydrogen production, high-pressure gaseous hydrogen storage, and liquid hydrogen transportation, to promote localization and substitution. Support should also be given to building a hydrogen equipment testing and certification platform, improving talent cultivation mechanisms, and providing technological and talent support for industry development.

Infrastructure construction is crucial for the hydrogen industry. Xue Jiping recommends increasing investment to develop hydrogen refueling stations, integrated hydrogen production and refueling stations, and storage and transportation hubs in Rudong, focusing on highways, ports, logistics, and industrial parks. Leveraging Yangkou Port to develop hydrogen port storage, transportation, and international trade, and building an integrated “production, transportation, storage, refueling, and application” system. Encouraging joint oil-hydrogen station models to reduce costs.

Furthermore, he emphasized deepening regional cooperation by promoting Rudong’s collaboration with other cities in the Yangtze River Delta to establish industrial linkage mechanisms and achieve cross-regional hydrogen allocation. Key areas include demonstrating hydrogen applications in industrial decarbonization, port logistics, rail transit, and shipping; participating in the construction of the Yangtze River Delta’s hydrogen high-speed demonstration routes; promoting large-scale application of fuel cell vehicles; and building a diversified consumer ecosystem.

By 2025, Zhongtian Technology Group will deliver an impressive performance, with annual revenue reaching 109.6 billion yuan, maintaining an approximate 8.5% growth, and achieving simultaneous improvements in operational quality and efficiency.
