The government work report states that the “Outline (Draft)” focuses on building a fertility-friendly society and improving the population service system; providing quality education that satisfies the people, with the average years of education for the working-age population increasing to 11.7 years; accelerating the construction of a Healthy China and a Sports Power, with the average life expectancy rising to 80 years; actively responding to population aging, with the proportion of nursing beds in elderly care institutions increasing to 73%; promoting high-quality full employment, improving the income distribution system, and strengthening the social security system.
