The “14th Five-Year Plan” clearly outlines the development of a strong digital nation and digital China. In recent years, significant progress has been made in building smart public service scenarios. How can we address the challenges faced in empowering these scenarios digitally? How can we promote the deep integration and innovative development of new infrastructure with public services, so that the broad masses can share the benefits of digital economy development?

Thank you for your enthusiastic comments and questions. Information and communication technology is a vital support for building smart public services. Promoting the deep integration of 5G, computing networks, and public service sectors such as education and healthcare is not only an inevitable requirement for building Digital China but also a key measure to improve public service levels and enhance people’s well-being.

Currently, the coverage structure of 5G networks continues to optimize, and pilot projects related to smart public services are steadily advancing. However, there is still a gap between overall communication support capabilities and actual needs. During this year’s National People’s Congress, I will submit suggestions on digitally empowering smart public services. The recommendations focus on five areas: First, strengthen the infrastructure construction for smart public service scenarios to solidify the foundation of digital empowerment; Second, promote deep integration of ICT with public service scenarios to enhance intelligent features; Third, increase pilot projects for smart public services and expand successful experiences across regions; Fourth, improve collaborative mechanisms for communication-enabled public services to enhance service and support efficiency; Fifth, strengthen policy coordination and funding guarantees to optimize the development environment for smart public service scenarios.

Additionally, I suggest incorporating digital empowerment of smart public service scenarios into the evaluation systems for the Digital China development indicators and basic public service systems; strengthen the training of versatile talents, support universities and vocational colleges in establishing related majors; encourage telecom companies and research institutes to form technical service teams for smart public service scenarios to provide guidance and training at the grassroots level, thereby improving frontline digital services.

As a grassroots technical expert who has grown into an NPC deputy, I always focus on the needs of the people. The issues raised by netizens are exactly my original intention and goal in fulfilling my duties. I will base my work on practical experience to improve public service suggestions and continue to speak up for the grassroots and take responsibility for public welfare.
