Hellobike Electric Vehicles Called Out by "315 Evening Gala" for Violating New National Standards: Multiple Branch Offices Already Deregistered, Repeatedly Fined in the Past
On the evening of March 15, CCTV’s 3.15 Consumer Rights Gala reported frequent violations of speed limits by electric vehicles, with Hello Bike electric scooter rentals being specifically mentioned. According to reports, Hello Bike currently has over 5,000 stores in more than 100 cities nationwide. Staff at Hello Bike rental stores stated that their electric bicycles can reach speeds of up to 75 km/h.
Public information shows that the latest national “Electric Bicycle Safety Technical Specifications” implemented in 2025 clearly stipulate that the maximum design speed should not exceed 25 km/h, the battery pack label value should not exceed 48 volts, and the motor’s output power should be less than or equal to 400 watts.
Tianyancha app indicates that “Hello Bike Rental” is associated with Shanghai Junha Network Technology Co., Ltd., established in August 2018. The legal representative is Chi Xingde, with a registered capital of 2.05 billion RMB. Its business scope includes the leasing of machinery, bicycles, electric bicycles, cars, and electric motorcycles, and it is wholly owned by Shanghai Junfeng Network Technology Co., Ltd., a related company of Hello Travel. Branch information shows that the company currently has 8 branches, of which 5 have been deregistered. Administrative penalty records indicate that the company has multiple penalties, including for passing off unqualified products as qualified ones.
