Since March, as the national shale oil regional capacity construction has accelerated comprehensively, China National Petroleum Corporation’s Changqing Oilfield Clean Power Development Department has seized the spring power supply “golden period,” planning ahead and deploying meticulously. Starting from spring inspection preparations, hazard investigations, and technological innovations, they have fully launched the proactive power supply guarantee for the shale oil region, providing solid and reliable electricity support for oil production.

To ensure the spring inspection work is carried out efficiently, the department adheres to the principles of “early preparation, early arrangement, and early implementation,” initiating spring inspection preparations in advance. Technical personnel responsible for power supply services in the shale oil region reviewed and analyzed last autumn and winter’s grid operation data, combined with this year’s capacity deployment and load forecasts, to re-identify and re-investigate weak points in power supply. They conducted in-depth on-site inspections of lines and equipment, performing comprehensive surveys to update the defect ledger. Based on this, multiple specialized seminars were held to refine and optimize the “one plan per line” approach for spring inspections, clarifying key maintenance points, timelines, responsibilities, and safety measures to ensure the plans are scientific, targeted, and actionable.

The department emphasizes patrol inspections as a key element to ensure power supply reliability. Given the large scope of lines in the shale oil region, mostly in mountainous and forested areas with complex environments, they have established a three-dimensional “air-ground-space” patrol system, shifting from passive repairs to proactive defense. Drones, with their advantage of “viewing from high above,” conduct comprehensive aerial reconnaissance of line corridors. Ground inspectors focus on potential issues caused by freeze-thaw cycles in spring, such as tower foundation landslides and collapses, performing targeted inspections of foundation slopes and grounding devices to ensure every mountain tower and every line crossing forested areas remains within controllable and safe conditions.

In response to higher demands for power supply reliability in shale oil development, the department actively explores new technologies and equipment to enhance power guarantee capabilities through technological improvements. They strengthen inspections and maintenance of online monitoring systems and intelligent circuit breakers, replacing six outdated devices to ensure accurate data collection and good operational status, maximizing the benefits of technology in reducing manpower, increasing efficiency, and ensuring safety. Additionally, they are exploring the application of new power supply technologies, such as pilot projects with leakage current monitoring devices on key lines. Once deployed, these devices will detect instant grounding and high-resistance grounding signals, enabling precise localization and rapid response, adding a “smart defense line” to the stable operation of the shale oil regional power grid.
