The government announced that starting April 3, 2026, the Public Transport Fare Discount Scheme for eligible seniors and persons with disabilities (the $2 discount plan) will be adjusted from a flat $2 fare to a “Two Dollars, Two Discount” scheme. This means adult fares at or below $10 will continue to pay only $2, while adult fares above $10 will be charged at 20% of the adult fare, applicable to transfer trips as well.

The Secretary for Labour and Welfare, Sun Yuk Han, stated that the $2 discount plan aims to encourage seniors and eligible persons with disabilities to participate in community activities, thereby fostering a caring and inclusive society. The “Two Dollars, Two Discount” scheme preserves the original policy intent while balancing the sustainability of the program and minimizing impact on beneficiaries.

After implementing the “Two Dollars, Two Discount” arrangement, the eligible beneficiaries remain the same. Qualified beneficiaries can continue to enjoy fare discounts using the Le Yau Card or a “Disability” Octopus card.

Beneficiaries with resident status must first have the relevant public transport operator or estate management office add a “Resident” note to their designated Octopus card to qualify for the resident adult fare calculation for the discount.
