On the afternoon of March 23, Ms. Zhuang, a resident, mentioned the property ownership certificate and household registration booklet she received three days ago, still praising Dongguan’s efficient service.

On March 20, at the comprehensive window of the Dongguan Municipal Administrative Service Center, Ms. Zhuang, who has been working in Dongguan for ten years, received her new property ownership certificate and household registration booklet, becoming the first person in Guangdong Province to enjoy the “one-stop” joint service for home purchase and household registration. From multiple trips and repeated visits to one-stop processing and immediate receipt of both certificates, Dongguan insists on a people-centered approach to unblock service bottlenecks, using tangible efficiency to help residents settle in Dongguan faster.

According to reports, by the end of 2024, Dongguan will implement a policy allowing homebuyers to register for household registration upon purchasing property. Adults with legal property rights and non-Dongguan household registration who own a legal residence in Dongguan can apply for household registration by declaring residence registration, with themselves or their spouses eligible. Their minor children and parents can also move with them.

However, in the past, many residents found the home purchase and registration process stressful. They had to visit multiple departments such as real estate registration and public security repeatedly, make appointments multiple times, run around, and resubmit materials, making the process complicated and time-consuming. Many people buy homes so their children can attend public schools, and some are anxious when they miss the registration deadline. If they miss it, they can only register as non-Dongguan residents initially and cannot directly apply for public school placements.

Focusing on solving the urgent and difficult issues faced by the public, Dongguan actively integrates departmental resources, breaks down service barriers, and deeply combines property transfer registration with household registration transfer. An innovative “one-stop” home purchase and registration service was launched. Starting March 2, it was piloted at the Dongguan Municipal Administrative Service Center; from March 16, it was available at all town and district government service halls and industrial parks, implementing “one number, one window, one set of materials, joint review and approval, categorized certificate collection,” effectively solving the problem of multiple trips.

An official from the Dongguan Real Estate Registration Center said that before the reform, moving within the city required two separate processes, four trips, and at least two working days; after the reform, intra-city moves can be completed on the same day with both certificates issued at once. Approval for outside-city transfers has been shortened from several weeks to nine working days. Identity proof materials only need to be submitted once, and the electronic property certificate is automatically reviewed by the police system. Residents can also check progress in real-time via the “Yueju Code,” opt for mail delivery of certificates, and no longer need to make extra trips.

From “multiple trips” to “one-time processing,” and from “separate certificate collection” to “simultaneous issuance of both certificates,” Dongguan’s small-scale reforms have driven significant service improvements, turning民生痛点 into convenient highlights. Dongguan will continue to focus on民生期待, expanding the “one-stop” service scenarios in real estate registration and improving service quality and efficiency.
