Early morning, the mist had not yet cleared at Binhe Square by the Xiyang River in Lianyungang, and the crisp sound of bouncing balls was already echoing on the newly built basketball court; in the evening, neighbors cheered as they played table tennis at the Ping Pong tables in Xinpu Park. Recently, with the installation and debugging of the final batch of sports facilities completed, 20 parks and green spaces in Haizhou District have fully put embedded sports venues into use. This not only marks the full upgrade of Haizhou District’s “15-minute Fitness Circle,” but also enhances residents’ happiness of “seeing green through the window and exercising as soon as they step outside,” integrating the sweat of exercise into daily life.

To solve the problem of “where to work out” in densely populated urban areas, Haizhou District closely followed the “Main Urban Area Park Green Space Construction of Sports Facilities Work Plan” issued by the Lianyungang Municipal Government. By tapping into the potential of the city’s “golden corners and silver edges,” and through scientific planning and precise layout, sports facilities have been “fitted into the cracks” of parks and green spaces. The newly completed venues include 15 table tennis courts, 4 basketball courts, 25 chess and card areas, along with 9 fitness paths and 12 children’s play facilities, forming a public sports service system that is friendly to all ages and functionally complementary.

During construction, Haizhou District adhered to a dual approach of “prioritizing key areas” and “precisely filling gaps.” On one hand, focusing on the Xiyang River corridor, they created a waterfront sports and leisure belt that combines “aesthetic appeal” and “character.” Among them, two multi-purpose venues on the north side of Binhe Square and the east side of Putian An Garden innovatively use green silicone PU surfaces and EPDM rubber ground, integrating standard basketball courts, children’s climbing areas, and health and fitness zones, with thoughtful addition of resting benches, achieving an organic unity of “fitness, play, and rest.” On the other hand, they focused on upgrading sports facilities in the old city, such as the basketball courts in Xinpu Park and Haizhou Park, filling the gaps in professional sports venues within historic parks, revitalizing these old parks with new sports vitality.

From “having venues” to “good venues,” from “nearby fitness” to “comfortable fitness,” the core of this project in Haizhou District is precisely meeting the needs of all age groups. Whether it’s competitive sports for youth, playful activities for children, or health and leisure for middle-aged and elderly residents, everyone can find a dedicated space right at their doorstep. This “all-age coverage” design concept truly turns the national strategy of全民健身 (mass fitness) into tangible, accessible details of people’s daily lives.

A relevant person from the Haizhou District Housing and Urban-Rural Development Bureau stated that the deployment of embedded sports venues is not only about improving hardware facilities but also about transforming urban governance concepts. By activating the city’s “leftover space,” Haizhou District has woven a dense and reliable “15-minute Fitness Circle” benefiting the people, turning the warmth of sports into a real sense of happiness in residents’ lives.
