To fully implement Shaanxi Coal Group’s deployment for maintaining steady growth, and to strive to achieve a “stable opening in the first quarter,” on March 17, Yan Hongwen, Deputy General Manager of Shaanxi Chemical Group, and his delegation visited Beiyuan Group to conduct special oversight for steady-growth efforts. The meeting was attended by the company Party committee secretary and chairman Shi Yanyong, deputy general managers Xu Shengzhi and Hou Pu, as well as relevant officials from associated units.

At the symposium, Shi Yanyong gave a detailed report on Beiyuan Group’s progress in advancing steady-growth work and the measures for the next steps. He pointed out that the company has thoroughly implemented the spirit of the steady-growth work meeting for certain enterprises under Shaanxi Coal Group in the first quarter. From organizational guarantees to incentive mechanisms, from risk prevention and control to refined management, every link is tightly connected and efforts are precisely targeted, fully committed to ensuring that key indicators such as product output achieve a “stable opening.” First, it set up a leadership team for steady growth, issued the “Special Incentive Plan for Long-Cycle Stable Operation of the Production System,” and formulated a series of safeguard measures to ensure long-cycle stable operation of the production system. Second, it developed the “Detailed Rules for Unplanned Shutdown Management,” further strengthening management responsibilities. Third, it organized and carried out large-scale discussions to identify system risks. It launched an advanced control (APC) system for the combined heat and power boiler system, innovatively applied the bow-tie risk analysis method to formulate measures for controlling failures leading to unplanned shutdowns, thereby ensuring long-cycle stable operation of the production system. Fourth, it developed a “one-graphic” plan management approach, and carried out activities such as “one post, one indicator, one checklist,” production shift-to-shift output competitions, and consumption-indicator competitions, to guide and mobilize all employees to participate in steady-growth work. Fifth, it coordinated and arranged scheduled inspections and turnarounds for each subsidiary, adjusted product models in a timely manner in accordance with market conditions, and carried out the “double increase and double节” work in depth to achieve system-level economic operation. Sixth, it further deepened the “lead leadership team members to cover and take charge of production units” contact-point work, ensuring that the safety production management and control system is implemented on the ground and that environmental protection facilities operate stably, striving to fully achieve the “three zero” targets of zero injuries, zero accidents, and zero pollution.

Yan Hongwen gave full recognition to the effectiveness achieved by Beiyuan Group in its steady-growth work. He pointed out that, under current market conditions, Beiyuan has demonstrated a strong sense of responsibility and solid production management capability. It has not only maintained stable production, but also set a benchmark and made contributions to steady growth in the chemical sector through concrete actions. Regarding the next phase of steady-growth work, he required that: First, adhere to the true colors of being a benchmark, continuously maintain stable production conditions, and promote steady growth in the chemical sector. We must firmly grasp the “two rates”—the operating rate and the load factor—while ensuring safety and environmental protection, continuously improve product quality, and drive enterprises to generate sustained value. Second, seize market opportunities, anchor to output targets, and fully ensure steady increases in output. We must not only see current market tailwinds, but also base ourselves on the enterprise’s actual situation, raise the benchmark, and strive for first-class performance. Third, focus on long-term development, continuously optimize energy consumption levels, and build a solid core competitiveness. We should actively benchmark leading companies in the industry, identify gaps and address shortcomings, continuously advance production process optimization and technology upgrades, and fully maintain a leading position in water efficiency and energy efficiency. Fourth, strengthen responsibility and forge demonstration and leadership, driving overall improvement across the sector. We should proactively share good experiences and good practices in areas such as cost control and process optimization. At the same time, we must strictly control safety hazards, hold the environmental protection red line, and achieve safe, stable, efficient, and green production, contributing Beiyuan’s strength to the high-quality development of Shaanxi Coal Group.

During the research and oversight, Yan Hongwen and his team visited, in sequence, the electrolysis unit and polymerization unit production sites of the chemical subsidiary. Through methods such as on-site inspection and on-site exchanges, they learned in detail about the company’s safety production, unit production capacity, production processes, and more.
