People’s Finance News, March 26—The “2026 Action Plan for High-Quality Development of New Towns in Shanghai” was recently released. Centered on strengthening the comprehensive nodal city functions of new towns, the Action Plan lays out 26 task and initiative measures across six areas: industry, innovation, services, facilities, branding, and mechanisms. According to the Action Plan, this year the five new towns will strongly promote the cluster-based, scaled development of leading featured industry sectors, speed up the formation of industrial ecosystems, deepen industry-education integration, and unleash the vitality for innovation and entrepreneurship; they will improve the depth and quality of public services such as education and healthcare, increase cultural service offerings such as citizens’ night schools, accelerate the construction of major transportation infrastructure, and enhance the quality of jobs-and-housing living spaces.
