Our country is vigorously developing digital consumption, and by 2025, the scale of residents' digital consumption will reach 25.3 trillion yuan.
People’s Finance and Information, March 27—According to the Ministry of Commerce, in 2025, the scale of China’s residents’ digital consumption reached 25.3 trillion yuan, up 8.7% year over year. Within that, spending on digital services grew by 12.5%, becoming the main engine driving growth in digital consumption. E-commerce has made offline consumption more active, with offline digital consumption growing by 13.8%. To implement the decisions and arrangements of the CPC Central Committee and the State Council, in August 2025, eight departments including the Ministry of Commerce issued the “Guiding Opinions on Vigorously Developing Digital Consumption and Co-Creating a Better Life in the Digital Age.” All localities and departments have attached great importance to this and worked in concert to drive efforts forward. Related departments have issued more than 40 supporting documents and standard- and rule-setting measures. Digital technologies have been deeply integrated into areas such as culture and tourism, healthcare, and city services. New application scenarios—including immersive culture-and-tourism experiences, intelligent diagnosis and treatment, and drone delivery—have been widely rolled out. In fields such as digital governance, data security, and intellectual property rights, institutional frameworks have continued to be improved, helping to build a digital consumption ecosystem that is safe, compliant, healthy, and inclusive. Going forward, the Ministry of Commerce will continue to deepen inter-departmental coordination, focus on optimizing supply, expanding scenarios, improving support, and regulating the environment, and promote higher-quality and larger-scale growth in digital consumption with better effectiveness, to better serve the building of a new development pattern and support high-quality development.
