Zhuzhou Daily News (Multimedia Reporter / Liao Zhiyong) On March 27, in Jinbi Garden Community, Lusong District, everyone was in high spirits as the homeowners’ committee withdrew part of the public revenue and distributed dividends to all homeowners on-site. Nearly 900 households each received 200 yuan in cash, a vivid scene of the community’s public revenue “benefiting the people, derived from the people.”

Since 2023, the total public revenue of Jinbi Garden Community has reached over 410k yuan, mainly from parking fees, elevator advertising, and stall rental fees. After the homeowners’ committee withdrew 180k yuan for dividends, more than 200,000 yuan remains as reserve funds for community construction and facility maintenance. Wang Li, head of the homeowners’ committee, stated that the distribution and use plan for public revenue was approved by a vote at the homeowners’ meeting, and the entire process was open and transparent.

“Public revenue is no longer a ‘confusing account’; homeowners have truly become the masters of the community,” said Chen Yuqun, director of the property management office of Qingyun Street, Lusong District. He praised Jinbi Garden’s homeowners’ committee approach, which reflects effective supervision of property management and provides replicable experience for the management and use of public revenue.

Zhuzhou, as a pioneer in the property industry, has been continuously promoting the construction of “Red Property” in recent years, strengthening the standardized operation of homeowners’ committees, and encouraging transparency and institutionalization of community public revenue. The exploration and practice at Jinbi Garden Community is a microcosm of our city’s improvement in property governance capabilities.
