Iranian Parliament Speaker Mohammad Bagher Ghalibaf publicly issued a tough proclamation, directly saying that the Strait of Hormuz “will not be restored to its pre-war state,” and that he has never held any negotiations with the United States. He also singled out rumors about talks between the two sides as fake news, saying they are being used to manipulate financial and oil markets.

According to a report by Iran International, the speaker’s remarks left nothing to be desired: “As long as the Iranians surrender, the answer is very clear: we will not give in.” He also warned that the United States has been publicly putting out false messages that both sides have dialogue, while privately plotting attacks by ground forces—saying one thing and doing another.

Two sides’ claims—will a ground confrontation be inevitable?

On April 1, U.S. President Donald Trump still claimed that the two sides were having “serious discussions” and that they had “made significant progress,” and he announced that U.S. forces would withdraw from Iran within 2-3 weeks. Iranian Foreign Ministry spokesperson Esmaeil Baghaei also stepped in to clarify that, at present, only friendly countries have “conveyed” the U.S.'s negotiation request, and Iran is not directly one of the negotiating parties.

The White House side also quietly adjusted its position, reopening the Strait of Hormuz as “no longer a necessary condition for ending the war,” effectively removing this issue from the ceasefire list. But Mohammad Bagher Ghalibaf’s statement shows that Iran has never replaced this negotiation principle.
