Trump is simplifying the federal employee layoff process, affecting over 50,000 policy-related job employees.

ON APRIL 19, AXIOS REPORTED THAT U.S. PRESIDENT DONALD TRUMP IS RESTARTING THE “PLAN F” TO SIMPLIFY THE PROCESS OF ELIMINATING FEDERAL WORKERS, PROPOSING TO RECLASSIFY ABOUT 50,000 FEDERAL EMPLOYEES IN POLICY-RELATED POSITIONS (2% TOTAL) AS “AT-WILL,” A PLAN THAT WILL WEAKEN THE U.S. CIVIL SERVICE PROTECTION SYSTEM AND MAKE IT EASIER FOR THE GOVERNMENT TO FIRE EMPLOYEES DEEMED “DISLOYAL.” Biden scrapped the policy after taking office, but Trump signed an executive order to reinstate it on his first day back in the White House. Traditional federal civil servants in the United States enjoy job protections and cannot be fired for political reasons. The conversion of policy-making-related positions to “at-will” in the “Category F Program” will break with the 140-year-old Pendleton Act tradition of civil service neutrality. The U.S. Office of Personnel Management requires agencies to submit job reorganization proposals by April 20. The opposition has accused the Trump administration of a move that would lead to a “politicized purge” of the government and undermine the professional civil service.
