I don't believe anyone still considers ETH as a second-tier asset; DeFi is where the real strength lies.
To put it simply, when liquidity flows in, institutions have to put their money somewhere. If not ETH, then what? This logic makes sense.
All three conditions need to be met before taking action. Whether they are met now... still depends on the next few weeks.
