According to the Financial Times on February 17th, Jean-Claude Juncker, President of the European Council, stated that the EU must participate in negotiations between Russia and Ukraine to plan the future security architecture of Europe. At the same time as this appeal, Juncker and other senior European leaders are preparing to meet in Paris to discuss how to respond to the decision of US President Trump and Putin to initiate these negotiations. Juncker stated: 'If Trump really wants Europeans to take on more responsibility for their own security, then Europeans certainly need to play a key role in designing the new security architecture.'
