Gate News 消息，3 月 13 日，美国贸易代表格里尔呼吁因最高法院推翻关税而寻求退还近 1700 亿美元关税的企业，将收到的退款发放给员工。格里尔周五表示：「如果我是这些公司，一旦获得这笔意外之财，他们最重要、也是最明智的做法就是把钱作为奖金发给员工。」他补充称：「总统实施这些关税的全部目的，就是推动制造业回流，纠正我们多年来的巨大贸易失衡。如果企业获得这笔意外收益，他们应该通过奖金或加薪把钱返还给员工，因为这正是该计划的初衷。」目前尚不清楚联邦政府是否有权强制企业采取这种做法。格里尔的言论凸显出围绕进口商何时以及如何获得退款的争议正变得复杂。这些关税收入目前由美国财政部持有，已有超过 1000 家公司提起诉讼，试图收回此前缴纳的款项。
