该法案于 2 月 16 日获参议院金融委员会以 4 票赞成、2 票反对通过，获参议院规则委员会批准，将提交参议院全体表决。法案明确将比特币、XRP、DigiByte、稳定币及 NFT 列为合格资产，并基于比特币达到 10 万美元/枚时设定的 1% 基准门槛，通过“加密货币公允价值评分”筛选其他合格数字资产。法案强调相关操作不得增加州的财政风险。SB 1649 必须先在参议院获得通过，然后才能提交众议院，最终才能提交州长签署。
