The most profound lesson is that channel promotion has never been purely a technical issue. Growth relies on local partners, cultural communicators, and trusted community opinion leaders who build bridges between global platforms and local users.

I experienced the GEMA copyright blockade in Germany: a music rights organization nearly excluded an entire country from YouTube’s pan-European promotion plan. I witnessed the controversy over the lèse-majesté arrest warrants in Thailand: as YouTube’s external head, I faced arrest risks due to content deemed to insult the Thai king, even being unable to pass through the country. I saw Pakistan cut off the internet nationwide to ban a single video. I also remember how our office in India was attacked due to conflicts between global algorithms and local religious taboos.

What we truly need to address has never just been policy or infrastructure issues, but rather trust barriers.

In every market, someone must first bear the cost of clarifying which content is safe, acceptable, and valuable before users will engage. This cost accumulates over time, forming a trust tax: initially borne by a minority and then shared by everyone.

Today, the same contradictions are resurfacing in the field of artificial intelligence, only the stakes are higher, the evolution is faster, and the impacts are more pronounced. The U.S. federal government and Anthropic recently reached an impasse, sparking public debate; OpenAI is facing increasing scrutiny over its partnerships with the public sector. We are witnessing a shift: user acceptance no longer solely depends on utility; the influence of ideology is deepening. In this environment, trust is incredibly fragile, and even a seemingly minor collapse of trust can lead to rapid and large-scale user attrition.

Google is doubling down on its deep trust strategy, leveraging the familiarity of users with the existing ecosystems of Workspace and search to navigate the market, but the global landscape is becoming increasingly fractured. The European Union’s strict regulatory red lines, China’s fierce AI development competition, and the rising tide of AI nationalism have kept the world on high alert.

The revelations of 2026 are clear: institutional trust and cultural recognition are now inseparable from the products themselves. Without trust as a cornerstone, it is impossible to build intelligent operating systems.

This is the sovereign barrier—the structural boundary where global artificial intelligence collides with local governance. From a product perspective, it manifests in a more direct form: trust barriers.

The expansion of all global AI systems will ultimately hit this wall. At this critical point, user acceptance will no longer depend on technical capabilities, but on whether users, institutions, and governments trust it within their own context.

The internet was once borderless. Artificial intelligence will not be.

The End of the Explorer Era

The initial billion AI users were explorers and tech optimists. But the era of exploration has come to an end. For the past three years, we have been in an age of prompt engineering and digital alchemy, as people open popular applications like ChatGPT and Claude, akin to visiting a digital temple to witness the miracles of generative intelligence. In this era, the only important metric is model capability: who ranks highest in the latest benchmarks? Who has the largest number of parameters?

But as we enter 2026, the campfire of the explorer era is dying out. We are no longer creating toys for the curious; we are turning to intelligent operating systems—those invisible, ubiquitous underlying channels that power individual entrepreneurs in São Paulo, Brazil, and community healthcare workers in Jakarta, Indonesia.

These users are not explorers but practical demanders. They do not want to converse with the “ghost” inside the machine; they want tools that help them overcome real-life obstacles. This is the pivotal moment for securing the next billion users. And it is in this uncharted territory that Silicon Valley’s dream of a global API collides with the harshest reality of this era: sovereign barriers.

The core shift is: the proliferation of artificial intelligence is no longer primarily an issue of model capability but rather a matter of** dissemination**** and trust.** Leading labs will continue to enhance model performance, but the arrival of the next billion users will not stem from any model scoring higher on benchmarks, but because AI reached them through institutions, creators, and communities they already trust.

The Reality of 2026: AI as a National Infrastructure Proposition

In 2026, the core challenge for the industry will no longer be making models smarter, but rather getting models approved for access. Sovereign barriers are the boundary where general intelligence meets national identity. Globally, this barrier is already taking shape: data localization requirements, national AI computing power plans, and model projects led by governments in places like India, the UAE, and Europe. The initial cloud infrastructure policies are rapidly evolving into intelligent sovereignty policies. Within this framework, nations refuse to become “data colonies,” demanding that intelligent systems serving their citizens operate within their sovereign data warehouses, inherit local cultures, and respect national boundaries.

When you see the CEOs of Google (Sundar Pichai), OpenAI (Sam Altman), Anthropic (Dario Amodei), and DeepMind (Demis Hassabis) sharing the stage with Indian Prime Minister Modi at the 2026 AI Influence Summit, you are witnessing the true manifestation of sovereign barriers. Prime Minister Modi’s proposed M.A.N.A.V. vision (moral and ethical frameworks, accountable governance, national sovereignty, inclusive AI, and trustworthy systems) sends a clear signal: if leading labs attempt to stake direct claims on consumers, they will ultimately be regulated out. And trust is the only currency that can cross these boundaries.


The Dilemma of Weakening Network Effects and Why It Forces New Strategies

Unlike social platforms where each new user enhances value for all others, the value of artificial intelligence is largely localized. The thousandth prompt I send will not directly make the system more valuable to you. While the data flywheel can optimize models, user experience remains personal rather than social. AI is a personal tool that can carry emotional weight, but its core function is practical.

This creates a structural problem: AI cannot rely on the compounding social network effects that supported the rise of the previous generation of platforms. In the absence of an inherent social graph, the industry can only fall into a high-consumption cycle, constantly pursuing early adopters, heavy users, and tech elites. This strategy worked in the era of explorers but cannot scale to reach the next two billion users.

More importantly, this model will completely fail in the face of sovereign barriers. Because when network effects are weak, trust does not form spontaneously, but must be externally introduced.

Transformation: Shifting from Network Effects to Trust Effects

If artificial intelligence cannot rely on social network effects to drive adoption, it must depend on another force: the trust network. This is a critical shift:

From acquiring users to empowering intermediaries

YouTube was able to scale because it leveraged existing human trust networks. AI must do the same. Instead of trying to establish direct relationships with billions of users, the winning strategy should be:

  • Empowering those who already have user relationships;

  • Utilizing the trust they have already accumulated;

  • Distributing intelligent capabilities through these channels.

Why This Matters

In a world shaped by sovereign barriers:

  • Distribution channels are limited;

  • Direct-to-user models are fragile;

Without strong network effects, artificial intelligence cannot achieve scale through brute force and must penetrate through trust. Artificial intelligence lacks network effects; it has trust effects.

Solution: The Era of Intermediaries Has Arrived

How did YouTube establish its foothold in international markets? Not by relying on a better player or simply localizing interface text. The key to victory was becoming the preferred platform for those who already had local trust. In every market, the starting point for user acceptance is not YouTube itself, but identity anchors—those individuals and communities that have already mastered cultural discourse:

  • Bollywood fan pages compiling rare Shah Rukh Khan clips for the Dubai expatriate community

  • U.S. anime enthusiasts building a deep content ecosystem that mainstream media has not covered

  • Local comedians, teachers, and mashup creators transforming global content into culturally resonant formats

These creators do not just upload videos; they are interpreting the internet for their audiences, acting as trust intermediaries, building bridges between overseas platforms and local users. YouTube’s success lies in becoming the invisible infrastructure that supports these identity anchors.

The Overlooked Core Logic: The Direct-to-Consumer Model Collides with Sovereign Barriers

Today, most AI companies still adhere to a direct-to-consumer mindset: create better models → present them via chat interfaces → acquire users directly.

This model may be effective in the short term but is difficult to sustain. In high-friction markets, users do not directly accept new technology; they accept it through trusted individuals.

YouTube’s global expansion was not about convincing billions of users one by one but empowering those who had already earned audience trust. This encapsulates the true meaning of invisible infrastructure: you do not own user relationships; you support them. At scale, this model has a stronger moat.

From Chat to Intelligent Agents: Empowering Trust Intermediaries

This is the crux of shifting from chat interfaces to intelligent agents. Chat is a tool for individuals, while intelligent agents are levers for intermediaries. If we adopt the philosophy of Anthropic’s executive, Amie Wora—“build products for the most exhausted people”—then in many markets, these individuals are trust converters:

  • Educators adapting overseas concepts

  • Entrepreneurs navigating local bureaucracies

  • Community leaders managing information overload

The winning path is to address their trust delays—the gaps between global intelligent capabilities and local practical scenarios. This requires a practical intelligent agent support system:

  • For educators: Sora / GPT-5.2 reimagining courses—replacing American football analogies with cricket while maintaining core meanings in line with local culture.

  • For individual entrepreneurs: Intelligent agents that not only interpret Singapore tax forms but also complete filings and submissions via local APIs.

  • For community leaders: Adding contextual memory features to WhatsApp—extracting structured action items from thousands of messages, retaining useful information while upholding community norms.

The Viability of the Model: Addressing the Last-Mile Trust Delays

To understand why this model can scale, one must grasp the concept of trust delays. In many regions globally, the bottleneck is not the channels for acquiring technology but the time, risk, and uncertainty required to establish trust. Technology adoption relies not on advertising but on endorsements.

The mistake most AI companies make is trying to pay the trust tax through branding, distribution, or product polishing, but trust cannot scale in this manner.

The fastest path is to outsource the trust tax to those who have already borne this cost—local creators, educators, and operators. They have already trialed for their audiences, understanding what works, what fails, and what truly matters in local contexts, thus bearing the risks for their audiences.

By empowering these trust intermediaries:

  • User acquisition costs approach zero: distribution relies on existing trust networks;

  • User lifetime value increases: practical functions align with local needs rather than generalized;

  • Adoption speed accelerates: trust is directly inherited, avoiding zero-based accumulation.

Companies will gain a free global sales team whose credibility, efficiency, and deep-rooted presence far exceed any centralized promotion strategy. You are no longer building products for users; you are providing leverage for those whom users already trust.

This is the path of YouTube’s global expansion and the only way artificial intelligence can cross sovereign barriers.

Sovereign Data Warehouses: Geopolitical Moats

The technological optimism championed by Marc Andreessen ultimately leads to productizing regulation rather than resisting it. Competing against China’s DeepSeek and Kimi, victory will not come from ignoring borders but from controlling data warehouses.

What is a sovereign data warehouse? It is a localized instance of the model prioritized to reside within the country’s digital public infrastructure (DPI) system.

  • Geopolitical Moat: By granting countries like India and Brazil digital sovereignty over models, weights, and data, we fundamentally shift the balance of control. Intelligent capabilities are no longer mediated by overseas platforms but are governed autonomously within national borders. This does not directly “block” external competitors but significantly raises their cost of influence, reduces dependency, and minimizes exposure to being controlled, having data extracted, or facing unilateral interventions.

  • Identity Anchors: Deeply binding models to local culture and legal realities to build a moat that general artificial intelligence cannot cross.

  • Feedback Loops: Addressing highly localized issues like Malaysia’s tax permits is not a distraction but a model accelerator. This provides the foundational model with cultural elasticity, keeping it at the forefront of global intelligence levels.

There is a real contradiction here. The vision of artificial intelligence is to achieve general intelligence, but the trend toward sovereignty is pushing the entire ecosystem towards fragmentation. If each country builds its own tech stack, we will face risks of incompatible systems, uneven security standards, and redundant resources. The challenge for leading labs is not just to enhance the scale of intelligence but to design architectures that can achieve localized governance without undermining global collaborative advantages.

Three Structural Shifts of the Intermediary Era

1. AI Distribution Will Enter Existing Trust Networks

Artificial intelligence will not scale through standalone applications but will be embedded into instant messaging platforms, creator workflows, education systems, and the infrastructure of small and micro enterprises—because trust has already been established in these scenarios. In the absence of strong network effects, distribution must rely on existing interpersonal networks.

2. National-Level AI Infrastructure Will Become Standard

Governments will increasingly demand that key AI systems undergo localized model deployments, sovereign computing power construction, or regulatory scrutiny, accelerating the implementation of sovereign data warehouse architectures.

3. The Creator Economy Will Shift to an Intelligent Agent Economy

Creators will no longer just produce content; they will deploy intelligent agents to execute real tasks for their communities. These intelligent agents will extend the credibility of trusted individuals, inheriting their reputation and transmitting intelligent capabilities through trust networks.

Of course, there is also the possibility of an alternative future: the emergence of a dominant assistant deeply embedded in operating systems, browsers, and devices, directly establishing connections between users and models, completely bypassing intermediaries. If true, the trust layer will be directly embedded within this assistant.

But historical experience points to a more diversified landscape. Even the most dominant platforms—from mobile operating systems to social networks—ultimately grow through ecosystems. Intelligence may be universal, but trust is always localized. Regardless of which architecture ultimately prevails, the core challenge will not change: the proliferation of AI is no longer primarily a model issue but a matter of distribution and trust.

Conclusion: Niche Markets Are the True Global Markets

The biggest fallacy of the explorer era was believing that intelligence is a standardized commodity—a single global API that performs identically in a Manhattan conference room and a village in Karnataka. Sovereign barriers reveal a harsher truth: intelligence may be universal, but its proliferation is not.

Nations and local institutions do not want a black-box external system; they want control, contextual adaptability, and the right to shape intelligence within their own boundaries. What they seek is not ready-made applications but underlying channels—basic infrastructure, security systems, and computing power that allow citizens to build independently.

The growth logic of 2026 will no longer be about finding a universal user experience but about product elasticity—allowing intelligence to adapt to local scenarios, regulations, and cultures without losing core capabilities. If we continue to chase global consumers directly, we will always remain an external layer—fragile, replaceable, and will repeat the shocks I experienced at YouTube.

But when we turn to empowering intermediaries, the model will change entirely: from chat interfaces to intelligent agents, from persuading users to empowering trusted intermediaries, from resisting regulation to transforming regulation into a moat.

The scaling of artificial intelligence does not rely on models but on trust.

The winners of the AI race will not be the companies with the smartest models but those that can amplify the capabilities of local heroes—teachers, accountants, community leaders—tenfold. Because ultimately, intelligence is transmitted within systems, while proliferation happens among people.
