财新:以香港资产为基础资产的 RWA 不归属中国境内监管部门负责

Foresight News 消息,据财新网报道,伴随中国央行等八部门联合发布《关于进一步防范和处置虚拟货币等相关风险的通知》(简称「42 号文」),中国境内资产赴境外发行 RWA 的监管框架初现,境内严禁、境外严管 RWA 是 42 号文中的总基调。据熟悉监管人士表示,香港是 RWA 境外发行地之一,以中国香港资产为基础资产的 RWA 不在 42 号文监管的范围内,不归境内监管部门负责,目前还没有基于境内证券、基金的底层资产在中国香港等境外 RWA,如果有,则归中国证监会机构部负责,此外「原来是一律都不可以」。现在「没有说都不可以」,但严格监管境内资产出境 RWA。这其中没有『鼓励』的意思,一定不能解读为『促发展』。
