Foresight News 消息，据财新网报道，伴随中国央行等八部门联合发布《关于进一步防范和处置虚拟货币等相关风险的通知》（简称「42 号文」），中国境内资产赴境外发行 RWA 的监管框架初现，境内严禁、境外严管 RWA 是 42 号文中的总基调。据熟悉监管人士表示，香港是 RWA 境外发行地之一，以中国香港资产为基础资产的 RWA 不在 42 号文监管的范围内，不归境内监管部门负责，目前还没有基于境内证券、基金的底层资产在中国香港等境外 RWA，如果有，则归中国证监会机构部负责，此外「原来是一律都不可以」。现在「没有说都不可以」，但严格监管境内资产出境 RWA。这其中没有『鼓励』的意思，一定不能解读为『促发展』。
