3月4日消息，美国稳定币监管争议再次升温。白宫总统数字资产顾问委员会执行主任Patrick Witt近日公开回应Jamie Dimon关于稳定币收益机制的批评，称其观点“存在误导”，并强调稳定币收益与银行存款利息在监管逻辑上并不相同。
此前，摩根大通首席执行官Jamie Dimon在接受CNBC采访时表示，如果稳定币平台向用户余额提供收益或利息，本质上就类似银行业务，因此应接受与传统银行相同的监管要求。他指出，美国银行体系需遵守严格规则，包括联邦存款保险、反洗钱监管以及资本充足率等，而提供收益奖励的稳定币发行机构也应处于类似框架下。
Patrick Witt随后在社交平台回应称，这一说法混淆了关键问题。他指出，真正需要银行级监管的是对客户资金进行借贷或再抵押，而不是单纯向余额提供收益。“误导之处在于把收益机制本身等同于银行业务。”Witt表示，美国《GENIUS Act》已明确限制稳定币发行方对储备资金进行再抵押或借贷操作，因此稳定币余额不应被视作银行存款。
稳定币收益机制的争议，也成为美国加密市场结构立法推进缓慢的重要原因之一。尽管2025年通过的GENIUS法案为支付型稳定币建立了联邦监管框架，但银行业与加密行业在收益模式上的分歧仍未解决。银行机构担心，如果稳定币允许提供收益，可能会吸引大量资金从传统银行体系流出。
与此同时，加密行业人士则认为，合规稳定币不仅能提升支付效率，还可能成为数字金融产品的重要基础设施。部分政策讨论中还提出折中方案，例如仅对交易行为提供奖励，而非对账户余额支付收益。
目前，美国白宫正持续组织银行高管与数字资产行业代表举行闭门会议，试图在稳定币收益模式与银行监管之间寻找平衡方案。不过，知情人士透露，尽管讨论频繁，双方仍未形成明确共识。
